How strong is the herding instinct in herding breeds OTHER than the Border Collie?

Every dog was breed for a certain Task or Job, they have thier instinct already in them and nothing has to be done. You just have to let them learn to polish it. I think that GSD should be in the working cl with the Rotties, they have the instinct to work hard for long periods of times with little to no efffect to them.
