Help me please! why would someone say they are offended by my outfit?

here is the situation, at my job a client said that they were offended by my revealing outfit ( which i thought was not that revealing to begin with ) but this person insisted that i keep my "girls" in and not show any part of them. so please tell me why someone would say this. i have only been offended when i see profanity about my beliefs on a t-shirt or something, but i have never been offended by how revealing an outfit is. if she did not like the way i was dressed why would she come up to me and complain about it, when other employees were clearly available to ist her. how is this offending anyway? to see someone wearing something i could not wear would not offend me, so why does it bother her?
