Why is he doing this to me?

Okay so me and my boyfriend were dating for awhile and then he broke up with me. about a month later he kept telling my friends and his friends that he missed me and wanted me back. Two days ago he texted me and apologized and asked me if i still liked him. I said yes so he asked if i would reconsider him and i said maybe. He told me he had to go and told me to sleep on it. The next morning he was like telling me that it was a big mistake to leave me and he asked if i had decided, i said i would go out with him and then he had to go Again! He never texts me and when he does he always says he has to go when we haven't even really got into a conversation. And he dated one of my friends for about 5 months and she told me that he texted her all the time and stayed up really late into the night to talk to her. Do you think he doesnt really like me or do you think he is always busy or something ?
